Call for Pilot Project pre-proposals

The Horticulture CRSP is a five-year global Collaborative Research Support Program (CRSP), funded by the U.S. Agency for International Development (USAID), and focused on reducing poverty in the developing world through horticulture. With this call, we are seeking pre-proposals from qualified institutions and investigators for Pilot Projects lasting up to three years. The funds available total $3 million of which $1.2, $1, and $0.75 million will be available in years 1, 2 and 3 respectively. These funds will support “Pilot Projects” (maximum $500,000 per project) effective October 1, 2010 through September 30, 2013. Projects must address one or more of the following priority issues:

  • Market systems
  • Postharvest systems
  • Food safety
  • Genetic resources conservation and development
  • Sustainable production systems and natural resources management
  • Enabling environment
  • Gender equity
  • Nutrition and human health

Proposals that address multiple issues are strongly encouraged.

Proposals must also address the Horticulture CRSP objectives and themes, namely:

  • Facilitate the development of policies that improve local horticultural trade and export capacity.
  • Build local scientific and technical capacity.
  • Apply research findings and technical knowledge to increase small producers' participation in markets.

Eligibility

This RFP is open to all US public universities and their partner institutions and organizations as defined by the CRSP Guidelines. Each application team must be led by a US public university and include at least one host country institution or organization (IARCs , NGOs, or other private/public sector partners). Proposals from consortia of US and developing country institutions are encouraged. After peer reviews, the Horticulture CRSP International Advisory Board will recommend a limited number of pre-proposals, and the selected PIs will be asked to prepare full proposals.

Budget

The maximum amount awarded per project will be $500,000 over three years. Institutions may claim indirect costs at the lesser of 20% of modified total direct costs or their approved rate; indirect costs should not be claimed if no approved rate is in effect. Each applicant will be required to identify 25% of the total federal dollars per year in matching from non-federal sources and may match unrecovered indirect costs as part of that total.

Requirements for Pilot Projects

  • 1. The lead PI(s) must be from a Land Grant or other public US College or University, as defined under Title XII.
  • 2. The research/outreach project must include Co-PI(s) and/or collaborator(s) in a developing country or countries, especially in the Horticulture CRSP’s primary target regions of sub-Saharan Africa, Latin America, South or Southeast Asia.
  • 3. The project should have impacts that address the objectives, overarching themes and priority areas of the Horticulture CRSP (http://horticulture.ucdavis.edu/).

Dates

  • Pre-proposal applications due: June 15, 2010
  • Full proposal applications due: August 31, 2010
  • Full proposal funding decisions: September 30, 2010
  • Projects begin: October 1, 2010
  • Projects completed: September 30, 2013
